About the Board

The State Supply Board met for the last time on the 26th September 2005. The new State Procurement Act 2004 (the Act) and the new State Procurement Board (the Board) came in to effect on the 4th October 2005. The first operational meeting of the new Board was held on the 10th October 2005. An overview of the State Procurement Board can be found here.

Gino DeGennaro (Chair)

Deputy Chief Executive,
Resources,
Department of Education and Children's Services

Gino DeGennaro is the Deputy Chief Executive, Resources in the Department of Education and Children's Services and was appointed to the Board as Chair on 10 July 2006.

He joined the Department in December 2002 and has overall responsibility for staffing, financial and infrastructure services and resourcing for education and children’s services. Gino’s Resources portfolio provides advice, leadership, policy and strategy development for the delivery of efficient and effective services in DECS.

Gino is responsible for approximately 700 staff in two groups:

Business Improvement and Strategic Financial Management

Covering: 
- Data Management
- Education Works
- Financial Management Services
- Infrastructure Management Services
- Prudential Management Services
- Technology and Knowledge Management Services.

Human Resources and Workforce Development

Covering: 
- Health & Safety Services
- HR Development
- Human Resources & Industrial Relations Services
- Organisational Development Services
- SA Centre for Leaders in Education (SACLE).

Before joining DECS his previously held positions included Deputy Under Treasurer in the Department of Treasury and Finance, where he was heavily involved in framing State Budgets and in leading a number of major reform programs for government.

He holds a Bachelor of Economics, Master of Business Administration, and a Bachelor of Laws, and is a CPA.

Gino DeGennaro

Catherine Schultz

General Manager,
Wallmans Lawyers

Catherine Schultz is the General Manager of Wallmans Lawyers and was appointed to the Board on 4 October 2005.

Catherine has strong people, strategic and financial management skills combined with a passion to succeed and make a difference in all endeavours.

She embraces positive change and has been involved in the implementation and management of it.

Her career achievements include:

  • Business process improvements to achieve business efficiencies and savings
  • Development and implementation of Strategic Plans resulting in positive growth in turnover, profit and business efficiencies.
  • Instilling continuous improvement culture in all areas of business.

Catherine is a Chartered Accountant with an MBA from Adelaide University and is Chair of the Adelaide Cemeteries Authority Board.

Catherine Schultz

Debbie Black

Local Executive Secretary of the Finance Sector Union of Australia

Debbie Black is the Local Executive Secretary of the Finance Sector Union of Australia, South Australia/Northern Territory Office and was appointed to the Board on 4 October 2007.

 Debbie has over 19 years experience in the finance industry as a Bank employee/manager in both South Africa and Australia.  In 1999 she was elected to the role of Secretary in the Finance Sector Union.  Debbie has a keen interest in, and grasp of industrial relations, social justice issues, and strategic planning. 

 In her role as Local Executive Secretary she is responsible for providing effective leadership, mentoring and guidance to her team in SA/NT to ensure the needs of FSU members are met and the FSU continues to grow.  Debbie reports directly to the SA/NT Local Executive Council and the National Executive.

Heather Haselgrove

Director Customer Service for the Public Transport Division, Department for Transport, Energy and Infrastructure

Heather Haselgrove was recently appointed to the position of Director Customer Service for the Public Transport Division within the Department for Transport, Energy and Infrastructure. She leads a team of over 80 staff and has responsibility for passenger transport service planning and policy, marketing, provision of customer information through a call centre and shop front, business development, monitoring bus, train and tram services, finance and concessions.


In 2005, Heather spent 15 months in New Zealand working for local government tendering and contract managing ferry and bus passenger transport services across Auckland.


Prior to this, Heather worked for 27 years in the South Australian public sector in the areas of health, education and public transport, with eleven years experience in procurement and contract management. She tendered the provision of bus services across metropolitan Adelaide in both 1999 and 2004. In health, Heather facilitated the involvement of the private sector in the delivery of health infrastructure and support services.


Heather holds a Bachelor of Accountancy from the University of South Australia and is a member, SAFECOM Audit and Risk Committee.

Judith Carr

Executive Director,
Building Management,
Department for Transport, Energy and Infrastructure

Judith Carr was appointed as the Executive Director, Building Management, within the Department for Transport, Energy and Infrastructure in mid 2004.  She leads a team of over 280 staff in managing major government building projects, leasing and management of office accommodation and government employee housing and the contract management of across-government construction and facilities management contracts.

Judith develops and recommends policies and practices for government in asset management, building project initiation and delivery, office accommodation and government employee housing.  She also undertakes the delegated role as Principal’s Representative for the Minister of Infrastructure in the administration of SA Government building construction contracts.

Judith has significant skills and long experience in the project management of high risk projects within the Government’s Capital Investment Program including landmark projects such as the Queen Elizabeth and Lyell McEwin Hospital Redevelopments, State Library of South Australia Redevelopment, Roma Mitchell Arts Education Centre, National Wine Centre South Australia Museum Aboriginal Cultures Gallery and Adelaide Convention Centre Extensions.

Judith holds a Bachelor of Architecture, (Hons) from the University of Adelaide, represents the Government on the Architects Board of South Australia and is a member of the Leadership Group in the Australian Procurement and Construction Council.

Judith Carr

Roy Arnold

President, Minda Incorporated

 

 

 

 

 

 

 

Roy Arnold is the President of Minda Incorporated was appointed to the Board on 4 October 2005.

Roy's experience includes various successful Chief Executive positions within both private and public enterprises where he has demonstrated the ability to bring about positive change in an organisation. With Roy's extensive commercial and business acumen, he has been able to align organisation strategy, structure and people and has developed an understanding of the critical role of people in the success of an organisation, and demonstrated a commitment to their development. Roy brings to the State Procurement Board an extensive understanding and expertise in establishing strategic direction.

Roy Arnold

Steve Archer

Executive Director, Department for Primary Industries and Resources

Steve Archer is the Executive Director, Corporate in the Department for Primary Industries and Resources (PIRSA) and was appointed to the Board on 5 June 2008.

Steve has been performing the role since May 2006 and is responsible for ensuring that PIRSA has the resources and capabilities necessary to deliver its strategic objectives in relation to sustainable economic development of the primary and resources sectors. 

Steve is responsible for over 200 staff covering the following functions:

  • Information Management
  • Corporate Strategy and Policy
  • Human Resources
  • Communications and Marketing
  • Risk Management and Audit
  • Finance and Business Services
  • Office of the Chief Executive

Previously in PIRSA Steve was the Director of Finance and Shared Business Services, being recruited from the Department for Water Resources, where he managed the financial and accounting services to the then newly-created department.  Steve also has extensive experience in the Department of Treasury and Finance.

Steve holds a Bachelor of Business.

Virginia Deegan

Director, Infrastructure (Property and Technology) University of Adelaide

Virginia Deegan is the Director, Infrastructure (Property and Technology) University of Adelaide.

Virginia has over 20 years in the public sector in the finance and management areas with experience in all aspects of management including risk management and management and financial accounting, strategic planning and senior management roles primarily within the health sector.
