Welcome to the web site of the State Procurement Board of South Australia.
The State Procurement Board (the Board) has been established by the State Procurement
Act 2004.
The Board is leading the Government's procurement reform program, working closely
with the Government Reform Commission.
The reform program supports South Australia's Strategic Plan by improving government
decision-making, improving productivity and by reducing unnecessary 'red tape'
from procurement processes.
The overall aim of the reform program is to establish confidence for all stakeholders
that public authorities are using best-practice procurement to deliver better
procurement outcomes. The program also ensures that public authorities use procurement
strategically to achieve both agency program outcomes and the Government's objectives.
To support the reform program, the Board has developed a new policy framework
and is promulgating various new policies and guidelines covering a range of
important procurement topics including increased procurement authorities and
streamlined approval processes.
This framework has enabled the Board to provide public authority chief executives
with significantly higher new procurement authorities.
The Board is actively improving procurement capability within public authorities
through the Procurement Capability Development program (pCAPd) and the Graduate
Mobility program.
The Board has also initiated an ongoing program of information and consultation
sessions with the supplier and business community and has undertaken surveys
to improve relationships with Government.
The Board's priorities for 2007 to 2008 include the:
further development and implementation of policies, guidelines and tools;
development of a procurement measurement framework;
implementation of greater common use arrangements at both across government
and public authority level; and
implementation of a communication strategy for engaging with relevant procurement
stakeholders.
